Slackware 9.1 Adding Harddrive problems

I have a problem where I recently bought a 200GB Western Digital HDD. I partitioned using cfdisk, and used both mkfs -t ext3 or mke2fs -j to make filesystem, but after many times of trying, the filesystem does not become ext3 or ext2. it stays as default linux fs. Thus, I am not able to mount this 200GB. What can be the problem?

I also tried with mke2fs -S only. That allows filesystem to be recognized as ext2, but everytime I wrote to about 30%, it will give me disk full error... What have I done wrong from the beginning to the end? Please help.
