Thumbs up Programmimg Remote Control

Hi,
How to do Remote Control Programmimg in Linux. The transreceiver should be connected to the Linux PC via serial port (UART). When we press any button in remote control, the rays should be decoded by the code. What driver should be used for the same? Help me by providing sample codes. Now i am currently working in Red Hat Linux 8.
