kppp - The Modem Is Busy (again)

This is on a fresh install of Kubuntu 6.10 on an IBM Thinkpad A21m, using a Zonet ZFM5600 PCMCIA real modem.

-----
Tip: For anyone else trying to find the device name for their PCMCIA modem;
remove it if it is in, then replace it. Then do:
Code:
tail /var/log/messages
The device name will appear in the output if your PCMCIA system is working correctly.
-----
Anyway...
After fighting with it for too long, I finally found that I could get it to work via:
Code:
sudo kppp
However, when tried from the user account, it always shows busy in kppp.
For clarity, I symlinked it to /dev/modem.

For permissions, we have:
Code:
-rwsr-xr-- 1 root dip 570876 2006-10-10 23:13 /usr/bin/kppp
-rwsr-xr-- 1 root dip 260920 2006-07-10 15:13 /usr/sbin/pppd
lrwxrwxrwx 1 root root 10 2006-12-26 18:59 /dev/modem -> /dev/ttyS2
crw-rw---- 1 root dialout 4, 66 2006-12-26 19:24 /dev/ttyS2
These are as set by the installation, not by me, but I believe they are correct. The user is a member of both the "dip" and "dialout" groups.
Now since the modem works when accessed by root, but not by the user, this is clearly a permission problem.

But what permission??

Did Kubuntu configure the modem to dial out during boot up of the machine ? Is the modem configured for all users or just the one (root) who set the connection up ? My Kppp is in use now so I can't open Kppp up to see if the above questions are within Kppp.

The modem was in place during the Kubuntu installation. I don't know if it made any difference, but the modem certainly was not auto-configured in any noticeable way.

The kppp settings are all user-specific, tucked away in ~./kde/...somewhere.
