kppp line busy error


I am using a controllerless conexant-chip modem under red hat 9 to dial into my isp. I have obtained the drivers from linuxant but the problem is that my isp has two dial-up numbers, one primary and one to be used only when the first is busy. I can dial into the second number without any problem but when i try the first number the modem dials but then kppp reports "line busy". The first number is 10 digits long. The second is 15 digits. I need to be able to dial into the first number as my isp looks unkindly on those who abuse the secondary one. Thanks.
