I am quite sure this kind of Ubuntu specific question will be better answered in an ubuntu specific forum.
However, changes are not so radical, it is mostly hype. KDE4 is not a good choice for such a machine if it doesn't have a well supported and decent (not necessarily recent) graphics accelerator card. You could try a light desktop or Window Manager (e.g., LXDE, XFCE, awesome?) to match your machine capabilities.
My short advice: Download a live CD and check out for yourself.
