The speed adjusts dynamically to fit the needs of your current activity.
When you don't do much it'll run on lower speed, thus lower power, thus lower electricity-bill.

Also lower heat. With a good motherboard and properly configured software for that motherboard, that means lower fan speeds, which makes your computer quieter when it isn't working hard.
