I don't want to put the same energy into solving it that Ubuntu should be putting, but

Looks like a kernel or video driver problem - probably both are suspect. Overlay, IIRC, is writing video information over the existing image - an example being subtitles
Have you got the latest video driver installed?
The idea here, incidentally, is that we help you SOLVE the problem by directing _your_efforts_, which is what will solve the problem. What have you tried?
Have you overlay support now? Have you tried updating the driver from the nvidia site? What does xawtv say now? What is not supporting overlay? What has xawtv docs got to say about the error 'no overlay support'. Have you asked there? Nobody's got a magic wand - it only sometimes seems that way

Okay, you're dead and gone here. It's not finding those plugins, it actually has no protocol to talk to the webcam in. But you're in a stream of this talking to that and sending it on. So when the first one goes awol, all the others fall over with increasingly outraged error messages. libv412 cannot function.
Find out how to get gstreamer going and keep after the first error messages. When you fix them, you can believe the rest.

hmm at times i am able to get the gstreamer part working
but that is not under my control...as of now the control for gstreamer is with the distro
this problem has started cropping up since v4l got converted to v4l2
do u think i play around with this function and the class from where the function is being derived?
