OK, I have an idea. You can try the one I compiled. You can find the executable at http://homepage.ntlworld.com/richard-wild/sisctrl

ok when trying to install it just says cannot write sisctrl.....

Install it? Just save the executable somewhere on your disk and run it:

(in the directory where you saved it)
./sisctrl

If it tells you it cannot execute it then do
chmod a+x sisctrl
first.

If you want to "install" it then (as root) copy it into /usr/local/bin If you continue having problems then paste the terminal output here.
