External HDD Speed Problem

I have this MaXtor 300GB external hard disk and it's connected and working great with Mandrake 10.0 that i am using, the problem is that the connection speed is low,it is USB 2.0, but with streaming and file transfer iin linux, it works as USB 1.1, the transfer speed that i get is 15.3 MB/s and this is so slow. How can get it to work as a normal USB 2.0 external harddisk? what's the deal and what's the solution.

That's not slow. USB1.x is limited to 1.5MB/sec so your doing over ten times that; it's obviosly functioning at USB 2 speeds.
