Emacs - very powerful text editor with modes to help out with html, perl, php, etc.

vi - Emacs chief rival

Quanta - web development environment

Web Authoring tool

I've been looking at quanta which came in my SUSE distro. Looks like a usable program.

I use Quanta. It has a php debugger and syntax checker for html etc..
