run time level error

Every distribution ive tried when it gets to run time level it has some problem were it halts. In slackware run time level 1 worked... but i need more than just run time level 1. Every other distibution ive tried has screwed up as well and ive gone through atleast 10 distribution attemps. Any ideaS?
