Question Linux man pages apostrophe problem???

I seem to have run into an interesting problem.

When I go to view a man page on my linux system.
The page displays correctly except for apostrophes
appear as &<80><90>.

What can be causing this, and does anyone know what
to do to fix the problem.

Well I solved the problem.

The problem was Redhat/Fedora setting the LANG to en_US.UTF-8,
instead of en_US.
