It depends on WHICH firmware you're interested in.
If you install the Qlogic scli command and look at a specific HBA's information it will show something like:

The file you asked about will output the information corresponding to "Driver Firmware Version" in the above output.
Well as noted above there is a fw_version reported in the file you mentioned.
The flash fw_version appears to correspond with what is in:
/sys/class/scsi_host/host1/optrom_fw_version
Note that I see this on RHEL6 but not on RHEL5 so it may depend on what level of distro you're using. In RHEL5 I relied more on /proc for information than in RHEL6 where I rely on /sys.
