all permissions missing - no access to file at all

all permissions missing - no access to file at all
Dear Linuxeros,
I am not able to assign any permisions to files therefore I am not able to read those files. Chown and chmod does not work. Any ideas how to open those files/videos please?

I tried a workaround. I have copied out the files from the "impacted directory" to the new directory via command line and I am able to read the files now. Permissions are now assigned.
I have to delete the old directory now only.
