Building "no development" LFS - which packages can be skipped?


I have finished my first LFS and it is OK. Now I am diving a bit deeper and trying to build more customized LFS. I have an idea to build some lightweight LFS based distro which do not have any development tools but still is reday for BLFS with GUI, networking and so on. Also I am planning to use paco as package manager: I will monitor "make install"s on my full LFS and then create binary packages for "no development" LFS.
The problem is - I am still a bit new to GNU/Linux and do not fully understand what dependencies are required to build fully functional LFS but without development tools. I guess I may skip GCC, DejaGnu, Expect? What else may be skipped?

Doing smaller than LFS is difficult and doesnt bring much.
You can never never skip gcc, glibc or binutils etc.
I am not sure : you may skip man-page, vim, groff, flex and other tools, it depends if you need them.
