Fencing problem in 2 node cluster


I am trying to setup a 2-node cluster on Redhat 5.4. I am trying to create a new cluster with the help of luci. When i add the nodes, the /etc/cluster/cluster.conf file is not creating a new cluster file. It is copying cluster.conf from another cluster. Also, in the /var/log/messages i am seeing the following :

ccsd[3707]: Unable to connect to cluster infrastructure after 5310 seconds.

How can i stop, the nodes to copy cluster.conf file from another cluster and create a new one?
