midnight commander keys not working


F5/F6 and ctrl-s keys bring out dialog but don't work. No copying/moving or searching takes place. I've uninstalled/reinstalled and updated mc many times and removed my user config file all to no avail.
any suggestions.

I am on AntiX based on Debian.
What I get from my man page is

  Redefine hotkey bindings
       Hotkey  bindings  may  be read from external file (keymap-file).  Initially, Mignight Commander creates key bindings using keymap defined in the source code. Then,
       two files /usr/share/mc/mc.keymap and /etc/mc/mc.keymap are loaded always, sequentially reassigned key  bindings  defined  earlier.   User-defined  keymap-file  is
       searched on the following algorithm (to the first one found):

              1) command line option -K <keymap> or --keymap=<keymap>
              2) Environment variable MC_KEYMAP
              3) Parameter keymap in section [Midnight-Commander] of config file.
              4) File ~/.config/mc/mc.keymap

       Command line option, environment variable and parameter in config file may contain the absolute path to the keymap-file (with the extension .keymap or without it).
       Search of keymap-file will occur in (to the first one found):

              1) ~/.config/mc
              2) /etc/mc/
              3) /usr/share/mc/

I am rpm distro command dyslexic. So hopefully a rpm distro user can elaborate a little better on what I posted.

It's not entirely clear to me what the problem is, but it may at least in part match my openSUSE experience:

1-raw F5/F6 copy/move regardless of environment
2-Shift-F5/F6 copy/move only in X sessions
3-in vttys 1-6, Shift-F3 is copy and Shift-F4 is move
