well this is really more the policy of the company. he's the kind of person who stay... there have been a lot of people who match the job spec really very well who soon see the company for what it is and leave (like i intend to) and there are those who are largely incapable and are happy to sit in an unfurnished office doing nothing all day and taking the money... seems to be a very deliberate and concious choice by my employer...
Yes, that is a bit mean... he's got a child and a wife and rent to pay... makes you think a lot more...
On the other hand I've had to explain to him about 4 times now that voice ISDN lines go up and down a lot. That's called a telephone call. People tend not to make 4 month long phone calls, and that's not a fault. wonder when the 5th will come along...
If he's really that bad, you need to talk to your boss somehow... maybe point out how much this guy is costing to do nothing, and not liable to improve in any reasonable timescale.

I don't tolerate professionals that don't now what they are doing no matter where they come from - neither did the companies in Africa I worked with.
There are a lot of companies that just keep some bodies around of whom they know that those are not really competent.The reason for that is to fill in for easy/routine jobs when the need arises.That is fine if managed properly otherwise it's asking for disasters.
