Because then, the pesky programmers will use it for constants like they used the dollar sign for variables (in most programming languages).

How often do you need to write ¢? I think it's much worse that ñ, å, ä, ö , æ, ø ,ß and several other characters that are very important for many millions of users can be hard to write in many programs. I mean i can't even write a correct ¨u now or the spanish upside down question mark.

so yours doesnt have it? on mine ¿ is right altgr+shift+the dash/underscore key

alt+shift doesn't work for me.
It depends very much on which program you use. Mozilla Firebird and aterm generate different output with the unmarked altgr characters, eg altgr + o = ø in Mozilla and a degree sign in aterm.
