Well, the dutch drivinglicence authority RDW offers such a service on ther site ( rdw.nl ) too... so I don't think it's that illegal... Phonebooks aren't illegal either, right?

Putting a first name, last name, state and city only would be a very poor pfishing scam - unleass your name is Aardvark Asparagus, in which case you'd be easy to find.
