no acceptable cc

I'm running Red Hat's Fedora Core II on my computer and often when I try to run the ./configure or make install lines to install a program it comes back with the error saying it could not find an acceptable cc in $path. I'm very new to Linux and don't know what this means let alone, how I could fix the problem . Thank you.

the best way to not have that problem is to install all of the development tools for fedora
saves incerting the cd's every day

Earlier today I decided this, rather than worry about knowing if I had installed something that came with the CDs or not, I just reinstalled FC2 and chose custome install as I did last time only this time I went down to the bottom and just selecting install package "Everything"... you know the one that says this package will install a substantially greater amount of software than by picking which packages you want.
