No. The only thing you could do from windows is create an iso with a Linux system or rescue device to put on a USB/CD/DVD which would be pointless as you can't boot either a USB or CD. I'm not familiar with usbguard so I don't know what would be preventing booting from a CD or DVD.
When you are at the Grub shell prompt (grub>) or Grub rescue prompt (grub rescue) you mentioned earlier, you can use the info at the link below to try to repair. I would read through it thoroughly before trying anything and since you can only boot windows, either print the section you need or make notes.

In post 5, you indicate you ran commands which you did not know what they were doing and if you don't know what the commands were, no one here will either. So best not to do that in the future or at least keep notes of what you do.
