I don't mean that you can interfere with fedora through windows.of course you can't. i'm asking if you can make grub through windows and in the laptop's version to get the operating systems to choose. As for the article you mention with the chroot commands,it refers to the steps with the live usb,once the usb is blocked by something and doesn't work how to give the commands.I am particularly impressed that no one here even knows how to help me in initial procedures,I thought they were more expert.

I did not read the whole thread ... You need a Linux USB to boot from, then run filesystem check to make sure your Fedora filesystem(s) are not corrupted, then chroot into your installation and reset root password. I'm sure you have already been told all this. If your USB does not boot then there is something wrong with it, get another.

No. The only thing you could do from windows is create an iso with a Linux system or rescue device to put on a USB/CD/DVD which would be pointless as you can't boot either a USB or CD. I'm not familiar with usbguard so I don't know what would be preventing booting from a CD or DVD.

When you are at the Grub shell prompt (grub>) or Grub rescue prompt (grub rescue) you mentioned earlier, you can use the info at the link below to try to repair. I would read through it thoroughly before trying anything and since you can only boot windows, either print the section you need or make notes.

In post 5, you indicate you ran commands which you did not know what they were doing and if you don't know what the commands were, no one here will either. So best not to do that in the future or at least keep notes of what you do.
