About joustick device permissions?


I have 64-bit fc5. I have USB joystick ( logitech wingcommander ) What is causing my head scratch is that I have to change permission and group for

Code:
/dev/input/event1
file. That is my joystick event. Every other input devices like mouse and keyboard ( which is event0 ) belong to root group and are owned by root.

So why my joystick device needs different permissions for regular users ?
