I reinstall fontconfig but with whereis I can only find /usr/share/fontconfig which doesn't have the fontconfig.pc file in it. I tried to put that in my PKG_CONFIG_PATH but of course it didn't work. So where is the file cause whereis can't find it, or are there any better search tools (I'm using fluxbox )?

You need the package libfontconfig1-dev and you may want to install apt-file for problems like this in the future. I works similar to apt-get in that you use
apt-file update as root to update the package list cache before using for the first time that day.
Code:
[HappyTux:/home/stephen]# apt-file search fontconfig.pc
libfontconfig1-dev: usr/lib/pkgconfig/fontconfig.pc
libfontconfig1-dev: usr/lib/pkgconfig/fontconfig.pc
