SSH would probably be what you are looking for.

ssh is built into Linux
scp can be used to copy files from one computer to another via the command line.
man ssh
man scp

ssh some.hostname.here
or
ssh <ip.add.re.ss>

You can download putty and pscp to access your Linux box via ssh from a windows machine.
you can download winscp for a GUI interface you can install on Windows to copy files to and from your Linux box

this is what happened when i tried to install ssh:

Reading package lists... Done
Building dependency tree... Done
You might want to run `apt-get -f install' to correct these:
The following packages have unmet dependencies:
icewm-gnome-support: Depends: icewm-common (= 1.2.20+21pre1-3) but it is not going to be installed
Depends: libdb3 (>= 3.2.9-22) but it is not going to be installed
Depends: libglib1.2 (>= 1.2.0) but it is not going to be installed
Depends: libgnome32 (>= 1.2.13-5) but it is not going to be installed
Depends: libgnomesupport0 (>= 1.2.13-5) but it is not going to be installed
ssh: Depends: openssh-server but it is not going to be installed
tinc: Depends: libssl0.9.6 but it is not installable
E: Unmet dependencies. Try 'apt-get -f install' with no packages (or specify a solution).
