Question perl files download instead of parsed on apache2 mod-perl2 not parsing perl files


My Apache2 server running a virtualhost refuses to parse perl files.
Some tips on how to debug this would be much appreciated.
The server parses php files fine.
The log gives me the following error:

I have tried many different options but it continues to download rather than parse the perl:
My versions installed are all from apt-get:

Do you have a line like this in /etc/conf.d/apache2? Make sure it has the -D PERL in it.
