Yes you can install from floppies you need to go to
www.debian.org and get the root, boot and I think it called driver .img files then write the images to the floppies. Now all you do is put in the boot then root disk when asked and maybe the driver disk if your netcard is not detected by the drivers that are built into the first two images then you get the option to install via the internet.
