Are you using kdm or gdm? (Are you using GNOME or KDE?)
If you're using kdm, you don't need to install a theme to get what you're looking for. Go to the KDE Control Center, click on System Administration > Login Manager, click the "Administrator Mode" button, put in your root password, and click the "Users" tab. On the right-hand side, you'll see a "User Images" control, which acts a bit out of the ordinary. From the "User:" drop-down list, select whichever user you want to assign an icon to, and then click the box below it, which will bring up a selection of icons from /usr/share/apps/kdm/pics/users.
If you want to set a user to auto-login, you can do that, too, in the "Convenience" tab, but it's a security hole and not recommended.
If you want to use kdm themes easily, make sure you've got the "kdmtheme" and "kde-kdm-themes" packages installed. Then you can install and configure themes from within the KDE Control Center (usually right above the "Login Manager" control).
