Changing ISP, apt-get can not see new ISP proxy


I changed my ISP. I changed the proxy data in /etc/apt/apt.conf and /etc/environment but my apt-get doesn't see the new proxy. I deleted every thing, restarted my PC and defind my new ISP proxy but still no success. I can surf the internet and download with wget, but I can not use apt-get. Any idea?
