In the RHEL6 /etc/sysconfig/clock it tells you not to use it:
Quote:
# The time zone of the system is defined by the contents of /etc/localtime.
# This file is only for evaluation by system-config-date, do not rely on its
# contents elsewhere.
ZONE="America/New York"
You have mail in /var/spool/mail/root
On RHEL6 /etc/localtime is a copy of the zone file you selected.
On RHEL7 it is a symbolic link to the one you selected e.g.
lrwxrwxrwx. 1 root root 38 Nov 17 14:08 /etc/localtime -> ../usr/share/zoneinfo/America/New_York

Why do you think you need the clock file?

You can use the timedatectl program to manipulate your clock settings.
