I have been using Ubuntu 10.04 LTS since it was released but have noticed the Ubuntu 10.04.2 (and .3) LTS releases.
When I click on: "http://www.ubuntu.com/desktop/get-ubuntu/download",
it takes me to a Ubuntu 11.04 download.
Is #2 release the same as 11.04?
Do I need to be concerned with releases #2 and #3?
I prefer LTS releases but want to have the most updated of that release. I guess I'm asking if these are similar to Service Pack 2 and 3 in Windows?
Yep, the 10.04.2 and .3 versions can be thought of as similar to SP2/SP3 with windows. Its not quite the same, but close enough IMO.
11.04 is not the same as any 10.04.X release.
If you want to find the 10.04.X releases, you have to hit the 'alternative downloads' link. Its just a tiny link compred to the huge 'start download' button for 11.04 (Canonical, for thier own reasons, want people to use the newest realse). Heres the page it takes you to-

Not only are you, with updates, current with the 10.04.3 release but that is the last "step" release that will be made until just before the release of 12.04.
That will be, of coarse, 10.04.4 and include all updates from now until that "step" is released. That release will include any modifications needed for an upgrade from 10.04 to 12.04. There will be some because of the major changes in Gnome.
You will be getting all those updates if you keep your system update/upgraded.
