Well I found the root of problem and my own solution to that....

root:
the default location for installing gcc from source is /usr/local. I suddenly remembered that last time I installed gcc from source, I changed it to /usr. More information can be found at http://ubuntuforums.org/showthread.php?t=1611777

solution:
after I realized that I completely reinstall lubuntu. Since this lubuntu was newly installed I decided to format it again

Now that I have installed gcc to /usr everything is working fine.

NOTE: If someone still has a suggestion to remedy that without reinstalling os, I will be thankful for future uses. Since the root is now clear to me, if some now "how to change the location of an installed gcc to another location", please let us know....

Only one thing to say : Don't believe everything, you read.

'/usr/local/' is entirely wrong. '/usr/local/<new-dir>/' will do.
See the examples in post #9.

Corp769's answer worked for me.

Cheers,

But after doing that I had to run ldconfig, to reload that file.

Here are all the commands I used:
Code:
# ldconfig -p | grep libstd
 libstdc++.so.6 (libc6) => /usr/local/lib/libstdc++.so.6
 libstdc++.so.6 (libc6) => /usr/lib/libstdc++.so.6
 libstdc++.so (libc6) => /usr/local/lib/libstdc++.so
# vim /etc/ld.so.conf.d/libc.conf
# ldconfig
# ldconfig -p | grep libstd
	libstdc++.so.6 (libc6) => /usr/lib/libstdc++.so.6
# apt-get
apt 0.8.3ubuntu7 for i386 compiled on Oct  5 2010 14:07:36
