Flash programming in Ubuntu.

I was wondering what the best app to get for Ubuntu to make flash webpages. I work for Time Warner Cable, and am looking to make a walkthrough for Tech support reps to help customers connect their Ubuntu PCs to their wireless networks. I know that in Windows you can use Adobe Flash, but I want to make this within Linux. Does anyone know of any good apps to help me develop flash pages? Thanks in advance.
