Can't write custom action for non-admin Thunar

I can write custom actions for root access Thunar but not for regular thunar.

Why is that and is there a work around ?

In other distros, uca.xml contains the custom actions.

But in Ubuntu, that file contains no custom actions ?

I found out that there are several "hidden" copies of uca.xml that Catfish and another search program could not locate.

Locate found the right one.
