Can't use ext2 floppy

Why can't Ubuntu use my ext2 formated floppies? Why does it show an option to make them?

You must mount it with sudo. Auto mount should not work because of permissions

like so

#sudo mount -t ext2 /dev/fd0 /abc

I asked because some roll their own kernel and may leave out building in ext2 whether on mistake or on purpose.
