Actually the author has a point. Quite a number of distros ship the drivers for a card, but not the firmware needed to make it operate, which leads to the wonderful situation where it sure looks like the card has been recognized, but it doesn't function.
Wireless in Linux has been a royal mess for quite some time, and until we get better vendor support and licensing that allows firmware to be included in distros, it is gonna stay a royal mess.
