I believe the truth is somewhere in between those estimates -- I'd say there will be a specific version of Ubuntu that's rolling release -- somewhat like Fedora's Rawhide or Debian's Unstable branch.

Besides, if Ubuntu did come up with a rolling branch, I would be the first one to test it.
