They see they market share swim away, and now they seem to be really desperate, if they have to take such ridiculous actions.

BS. Computers can also mean things like this, this, this, or something else. I very much doubt if all those run Microsoft software, or that even Microsoft would start arguing it's illegal to build or sell them without their intervention. This is probably just a try to get more small business/one man shows to jump into being Microsoft customers, rather than trying to turn this into a public opinion. Yes, a lot of people still think a computer means a box that creates a Windows logo when it's powered on, but come on...

Might be that the specific builder/seller in question tried to sneak in some Microsoft Windows copies the wrong way, or something.
