What is a "bad" visitor? If I understand what "Privacy Pass" is, it will stop me from using the WEB all together. There is the Gemini Protocol (and gopher), which is were I will be forced to. I already use Gemini and so far so good.

If you have a WEB site that does not need personal information from the visitor, then no need for a CAPTCHA, simple. These sites only want CAPTCHAs to get as much information from you as possible. I would not be surprised if these CAPTCHAs reads through your cache and cookies to see what you have been up to.

I already have a very hard time with CAPTCHAs as the are, if this new thing is harder to use, it is back to the old days. I will start blocking sites that makes it hard for me to get to their content.

I almost believe this is a ploy to force people to access sites from their Cell Phones instead of a General Purpose Computer. Your Cell has a treasure trove of personal information sites can get at. I do not remember the last time a CAPTCHA showed up on my cell.
