LXer: 96% of public sector in France is using open source

Almost the entire public sector, 96 percent, is using open source, says a French market survey. The most used applications are database management systems and content management systems.

There is nothing surprising about the headline here, unless it's how low the figure is. I'd be astonished if there was a single major organisation that isn't using an open source application somewhere (even if it's just the networking team using Wireshark, or Perl/Python installed on their servers).
