My laptop is using an ATI IGP 320M. I would like to have the TV-out to work but like my Radeon 9200 on my desktop, only static is displayed. So far, I haven't installed any drivers for the card yet.
Alright then, how about this? Will ATI's proprietary drivers work properly with a Radeon IGP 320M? At the very least, it needs to be able to enable TV-out.
The ATI Proprietary Linux driver currently supports Radeon 8500 and later AGP or PCI Express graphics products, as well as FireGL 8700 and later products. We do not currently plan to include support for any products earlier than this. Drivers for earlier products should already be available from the DRI Project or Utah-GLX project.

So... for AGP and PCI-E cards, you can use their drivers IF you card is more recent than the 8500. This means you have THE AGP OR PCI-E VERSION of the 8x00, 9x00 Xx00 or X1x000 series cards. Being an IGP:

This means you have integrated graphics, which are not supported by ATI's drivers currently. They also mention they have no plans, so I would say, you do not have tv-out through the drivers installed now and can't install those. You coud try DRI or Utah-GLX and see if they have tv-out available in their drivers. Or check with kcontrol maybe you can get SuSE to recognize 3dhardware and dual(or selectable) outputs.
However, I didn't get very far when I got to "make World >& world.log &". It didn't seem like the command worked so I tried "make World" instead which did yield something. However, world.log showed some problems since according to the tutorial nothing should be displayed if everything was working properly. At least it didn't seem like the install had any negative effects on this computer.
If you're willing to help, I'll give this another shot. If not, I guess I'll have to buy a VGA-to-S-Video/Composite dongle.
I would be willing to help, but frankly I doubt I would be any help. Luckily the community as a whole here is quite a bit more familiar and knowledgable than me.
I would recommend posting the output, let's see what the error(s) is(are) and what we might be able to do to remedy those.
Okay. When I enter "make World >& world.log &", I get "[1] 31140". When I enter "make World", everything looks fine. However, there seems to be a problem in the last few lines:
