su to root, and edit the following file:
/etc/securetty
It might look like this:

Or it may simply look like this:

What you need to do is modify the file by uncommenting each tty and/or virtual console on which you wish to enable root logins. If you want it enabled on every one make the file look like this:

tty1
tty2
tty3
tty4
tty5
tty6
# for devfs:
vc/1
vc/2
vc/3
vc/4
vc/5
vc/6
This will enable root logins on every virtual terminal, two local X terminals and vnc consoles (yeah I know vnc console is redundant, much like NIC card
) if you enable VNC.
