No, it isn't. There are at least a few packages that are not free, and are not on the ftp version. Everything on the ftp is open source and (I believe) redistributable, but the CD's/DVD are not.
The only problem is going to be that with people possibly making CD's or DVD's from the ftp install very soon it's gonna be difficult to know which CD's, DVD's and torrents are legal.
