Resizing windows continously....why?...where is setting?


Everytime I open my browser, email program...or any other program (that includes OS applet, any file manager window...etc) I have to resize that particular window...it doesnt "remember" the last setting...why is that?

What setting controls this? I feel like I am constantly moving/resizing windows so that they
will be where I want them....???...advice?

Upper left corner window icon, advanced, special window/application settings.
