Hi,
To mount it, type the following into a terminal window:

$ su

# mkdir /mnt/seconddrive
# mount /dev/hdb /mnt/seconddrive
# chmod a+rwx /dev/hdb
That will create a directory called 'seconddrive' in /mnt, and then mount /dev/hdb under it. The final bit will allow all users to read, write and execute files on it.
To set it up to mount automatically on boot, check out
this tutorial. I would suggest you open up /etc/fstab and append the following line to it:

/dev/hdb /mnt/seconddrive defaults 0 0
