can't cahnge permisions to Hard disc


I have just partioned my hard disc,into 2 partitions and formated the new partition with fat32 file system.My problem is that only root can wtite to the new partition.If i login as user i can only view files.So i logged in as root ,right-click on device and set permisions for group,others "can read and modify.." and press OK.But no changes are made at all.When i check permisions again, AGAIN only root has permisions to write.How do i change this?

you also need to edit /etc/fstab so users can access/write to the vfat partition.........

Ok, i edited fstab so that i can edit may disc as a user but i STILL cant edit it as a user.My original(before i changed it) fstab file is this:

/dev/dvdrecorder /media/dvdrecorder subfs noauto,fs=cdfss,ro,procuid,nosuid,nodev,exec,iocharset=utf8 0 0
/dev/dvd /media/dvd subfs noauto,fs=cdfss,ro,procuid,nosuid,nodev,exec,iocharset=utf8 0 0
/dev/fd0 /media/floppy subfs noauto,fs=floppyfss,procuid,nodev,nosuid,sync 0 0
none /subdomain subdomainfs noauto 0 0
/dev/hdb5 /windows/E vfat defaults 0 0


The device i want to gain acces is hdb5.
