OpenSolaris 2008.11 can't update

Fresh install of OpenSolaris 2008.11 won't update or let me install software through the package/update manager. Using

Code:

pfexec pkg refresh

it seems to wait/hang for 15-20 seconds then informs me

1: Transfer from 'opensolaris.org' timed out: timed out.
2: Transfer from 'opensolaris.org' timed out: timed out.
3: Transfer from 'opensolaris.org' timed out: timed out.
4: Transfer from 'opensolaris.org' timed out: timed out.

Any help would be greatly appreciated, I've googled the hell out of this and can't seem to get an answer.

Are you directly connected to the Internet or through a proxy ?

Did you try "pfexec pkg refresh --full" ?

yes I have, and it seems to "work" (no messages) however if I try to install something or update it just times out again.

I believe I am directly(?) connected to the internet, though I am on a campus network because I have a public IP.
