Slackware-current: problem with 'install' or 'ginstall'?

Sorry in advance if this question is too cryptic. I'm playing with Slackware-current on one of my computers, and running 9.0 on the other. I've run into a problem compiling software with slackware-current.
The problem seems to be with the behaviour of 'install' or possibly 'ginstall'. I see by the changelog that there is a new version I'm running in current.
I have a program (I didn't write) that compiles as is under Slackware 9. Under Slackware-current the build does not complete, and error messages like the following are issued:
install: will not overwrite just-created '/home/hjles/ctn-3/include/tbl.h' with 'tbl.h'
There are multiple of these messages. I don't know much about makefiles, but by reading the offending makefiles I see that the files which 'install' is refusing to overwrite a newly copied, then newly copied again all in the same build process. So maybe it's a problem with the makefile, but maybe the default behaviouf of install has changed in Slackware-current? Does this make any sense?
After reading the man page for install and ginstall (I don't know the difference), I can't find an option or environment variable that might be responsible.
