Check the file permissions with ls -l /etc/rc.d/rc.while, and make sure that rc.while has execute priveleges.

Permissions is fine , when i starting rc.local manually on 'ps -ax'
the process rc.while is displayed
is not displayed only when is starts after reboot

and on RedHat is work fine !! but Slackware is not !!
