Setting up proftpd to allow normal (no user or anonymous user required) operation

How can I set up the ftp server to be able to connect without a user (either anonymous or normal user)? Some time in the past I was able to do this by simply removing the ftp user in /etc/ftpusers but now it doesn't work anymore.

I think it's ok, it depends on the client that is used.
